Rwanda has announced its support for a third term for its former foreign minister, Louise Mushikiwabo, as Secretary General of the Organisation internationale de la Francophonie (OIF), the body that promotes cooperation among French-speaking nations.
The endorsement was confirmed by Rwanda’s Foreign Affairs Minister, Olivier Nduhungirehe, in an interview with Jeune Afrique, nearly ten months before the next OIF summit scheduled for November in Phnom Penh, Cambodia.
Mushikiwabo has led the organisation since 2019, overseeing an institution that brings together 88 member states, governments, and observers. According to Kigali, her tenure has been marked by a more structured and coherent approach, enhancing the OIF’s political credibility, institutional clarity, and operational effectiveness.
Under her leadership, the organisation has also intensified support for Francophone candidates seeking senior positions in major international bodies, including the African Union, the African Development Bank, and UNESCO.
Speaking on the sidelines of an OIF meeting last November, Mushikiwabo said several countries had already encouraged her to seek another mandate.
If re-elected, she would become only the second Secretary General to serve three terms, following former Senegalese president Abdou Diouf. Applications for the post close in April.
